Abstract |
INTRODUCTION In modern life, exercise is necessary in order to restore and to improve the health of the people. The demand for Exercise specialists who lead people to a safe and appropriate exercise considering the effect and the method of it have been increased. The introduction of the Exercise Professional system has been attempted continuously since the mid-1990s in Korea. However, in various circumstances it has not yet been created by law.
[MAIN ISSUE] Many other countries have already adopted the system of Exercise Professional. Among them, Japan has established the law on the system of Health and Exercise Experts in the late 1980s. We should investigate the process and content of the legislation on the exercise specialist system of Japan because we also need to introduce that system in our society. In this article some issues about the situation of legislation and system operating in Japan are examined in the legal perspective.
CONCLUSION The enactment of the legislation is necessary for domestic introduction of exercise professional system, the Ministry of Health and Welfare is most appropriate as the competent authority of that system than any other state agencies, the patients including healthy people should include as care target by Exercise Professional. And in legislative activities for domestic introduction of Exercise professional system, it is necessary to cooperate with the adjacent vocational experts such as medical professionals etc. After the introduction of such system, stable financing plan is necessary for it. |
